2 NFC tags, 1 shortcut

I'm sure this has been asked before, I searched for this sub and couldn't find an answer. My kids always leave the lights on downstairs. I set a shortcut to turn them off if they are on and on if they are off (in case I enter the house from the basement). I paired the shortcut to an NFC tag and placed it at the top of the stairs. I was hoping to attach another label to the bottom of the stairs, but I can't seem to do that. Apple support says this can't be done (a tag can do more than one thing, but 2 tags can't do the same thing). Does anyone have any ideas on how to fix this problem? I'm wondering if I duplicate the shortcut (call it #2) and associate a second tag with it. Any suggestions are appreciated and thank you for your time.
