Accessories and Hub not responding – Verizon BBU / ONT issues – Please help

Our power came out a few nights ago. Finally, we have reduced our power, but the fried lock of our Verizon BBU or ONT unit appears, because it will not be turned on. We have a technology scheduled to come later in the week. Our router still works, simply without an internet connection. At the moment, I don’t have any light. All the lights and my iPad that I use as a hub just say I’m not responding. Is there any way I can make them work only with wifi without an external internet connection?

Any help would be greatly appreciated.
