Accessories available only on WiFi

When I’m on the Wifi network, everything looks good. When I turn off the wifi on my iPhone, only the hubs are available, but all the accessories appear as “unanswered”. I restarted my hubs (ATV 4K and 2 homepods) and restarted my phone, but the problem persists. The same problem happens on my iPad and Apple Watch S5, so the problem doesn’t seem to be related to the iPhone. Extremely frustrating. Please help me.
