Accommodation Circle 2 Does bandwidth coverage cause?

tl: dr - Would Logitech Circle 2 camera motion detection cause ISP data usage to increase?

I live on a busy street and my front-facing camera detects almost constant movement. I recently installed 2 cameras and have seen my ISP data usage sky rocket. My family is usually around 300 GB per Month, but as the installation of my usage went all the way up to 1000 GB ... My network is pretty secure, but I didn't record any data traffic logs over the last month, I was just notified by my ISP about my coverage of data usage. Assuming I have isolated the data usage for circle 2 in my front yard, how can I avoid constant motion detection and this related data usage?

There is apparently a data usage error they have seen with any iOS versions before iOS 13 ...?

My HomeKit hub is on an iPad running iOS 10.3.3 which is on its highest / most updated iOS that it can run ... it's an older iPad 4. I can't update this device to iOS 13.

In the meantime, I have disabled the cloud-based recording feature for fear of yet another profit. They asked me to submit diagnostic logs within 48 hours, but support did not give me any other information, so update my iPad for iOS 13.

If I had to update my HomeKit hub to an Apple TV 4K (latest generation), would this solve my data usage problem? I'm willing to buy new hardware, but was curious if any other HomeKit / Logi Circle 2 users had ISP bandwidth issues when using the cloud-based recording feature.
