Add a device from another Apple ID as another home hub

Hi,

Does anyone know if it's possible to add a connected device to an Apple ID other than the current home hub as a new / additional home hub?

Our current home hub is an old iPad (which can't beat iOS 12) and it's connected to my Apple ID. My girlfriend has a new iPad and with a second lock starting from Belgium, I want to use her iPad as a hub at home. However, when I activate his iPad as a home hub, I don't see it as a possible hub on any device. Even if I deactivate the current hub at home and then activate its iPad as one, it is not yet visible.

Family sharing is enabled and you have full access to your HomeKit home.
