Annoying motion sensor problem

I have a Eufy room set up on the ground floor, which can see three different rooms on the ground floor. I have an automation setup so that all the lights on the ground floor turn on if there is no movement (from the room) after 15 minutes. Everything is fine up to this point. However, the problem is that they do not all stop at the same time. So a light goes out. Then the second room, then the third. The camera senses the lights in rooms 2 and 3 as it moves and turns on the lights in room 1. This counts as a new movement and then turns on the lights in rooms 2 and 3.

So, practically every 15 minutes at night, my lights rotate from on to off and then on again.

Any suggestions?
