Apple TV turns on the TV with the remote control, but not with the HomePod command?

So here is my configuration:

* Apple TV has been connected to the HDMI-CEC port of the TV.
* HomePod is in the same room as TV and Apple TV.
* The TV is not capable for Homekit.
* TV set up to allow the HDMI device to turn it on and off.

When I use the Apple TV remote control to wake up or sleep the Apple TV, the TV itself turns on / off in sync, which is great.

When I use HomePod and a Siri command to sleep ** Apple TV, the TV will turn off ** with Apple TV DAR when I use HomePod and a Siri command to wake up ** my Apple TV, the TV does not turn on at the same time.

Is this behavior expected?

Is it weird to me that it works when I use the physical remote, but not when I use HomeKit?
