Automation question "When the light turns on / off"

Hello, / r / HomeKit! I'm trying to set up an automation so that when the IKEA TRADFRI bulb ("Light A") is on, another non-TRADFRI lamp ("Light B") lights up. I have the automation configured, and Light B lights up when I start Light A ... using the Home application. But ... if I use the IKEA rocker switch to turn on Light A, Light B does nothing. Is this by design? Do "when X starts / stops" automatics only trigger when they are controlled in the Home application? (The programmer in me assumes it's ready, otherwise the system would have to monitor continuously to see if the light is on or off. But I thought I'd ask!)
