Better control of central heating

Is there an easy way to implement more targeted central heating setups without a third party? That is, being able to say "Heat the house" and it will turn on the central heating and heat every room Or alternatively "Heat {room}" and it will turn on the central heating but restrict the heating to other rooms (I might want something heat in other rooms but I'd like it to focus on one or two rooms) I live in the UK and although I have a portable heat pump in my current flat I want to move somewhere with a central boiler and radiators (only for the fuel price difference more than anything) so will need to be able to run the boiler and TRVs on the radiators separately.
