Conditional intelligent attenuation, HK, Hue, Harmony

I have a group of lights of 6 shades configured and good to go. But I'm trying to figure out the logic of how I could do this: When the TV is on, * if the lights are on, keep them on, but turn them down (this part works through Harmony ... cam - turns the lights on anyway, if they are off, which leads to the more difficult part * if the lights are off, do nothing, leave them off and then when the TV is off: * if the lights are on, return them to the "default" value "brightness * if the lights are off, do nothing How can I make the above happen? I am open to third party applications or etc. I can control the lights, but I need to be able to conditionally add to the existing state.
