Conflicting information / data about using the iPad as a HomeKit center.

I'm trying to set up an old iPad 4 running iOS 10.3.3 as my home hub in the immediate vicinity of a screw lock level. I do this because the lock is more than 40 feet from both of my Apple TV 4Ks, which are my main hubs, and the lock regularly shows No Answer. We activated the iPad as a hub in the Settings> Home menu, the Apple ID administrator who is connected to the Apple TV 4K is the same as the Apple ID that is connected to the iPad, and the Apple ID administrator has 2FA and keychain enabled. However, the iPad does not seem to function as a hub. It can control the problematic lock when it is in the immediate vicinity of the lock, but it does not facilitate other iPhone devices that can control the lock. When I check the status of the hub on the iPad, all hubs are CONNECTED. When I check the status of the hub on an iPhone that is connected with the Apple Administrator ID, the Apple TV 4K footer appears ON, Apple TV 4K Den in STANDBY, and iPad as OFF. When I called Apple for assistance, after making sure that the same Apple HomeKit ID administrator was connected to all devices, 2FA was enabled, and the keychain was enabled, an old technology told me that " after reading it, I decided that an iPad can only be used as a home hub when you're at home and connected to the same Wi-Fi network, and you can't use device control when you're away from home. "I asked if this is only for my older iPad running iOS 10.3.3 or for all iPads and he responded by saying that not even the latest iPad Pro can do this.
