Controller for Homekit - detects if the power of the smart plug is not connected

I have an Eve smart plug attached to a basement sump pump. I can monitor power consumption/peaks and know that the sump pump is working normally, especially during heavy rains.

I want to be able to detect if the smart plug is offline, say due to the GFCI tripping (especially when I'm away) and then have the Controller notify me. I had a close call during a storm where I checked the status of the smart plug and it was turned off and the sump was quite full.

How would I detect an accessory such as a smart plug has lost power and is offline?
