Create a "home" without a hub

Gday, I have some smart gadgets at home like lights and curtains etc that work perfectly in my HomeKit environment. I have an Apple TV running as a HomeHub. So at work I only have a Mac Studio. And there's the fountain that runs 24/7 and it's a real struggle because some colleagues turn it off some let it run and it's always a gamble if the machine is turned on in the morning. I have an unused HomeKit compatible smart plug that I want to use for this purpose. Can I create a new "HomeKit Home" with Mac Studio, integrate this outlet, and then have automation take care of the on/off time? However, there is no HomePod or AppleTV at work, just my Mac that "sleeps" at night.
