Disconnect Apple Home on some macOS and iOS devices

I have a number of Mac and iOS devices. I recently recreated my Apple HomeKit home and added the Lifx, Apple TV 4K (hub) and Logi Pop buttons. Try as I might, despite disconnecting from iCloud and restarting, some of my devices display the devices as "unanswered". A small number of my Mac and iOS devices display all devices perfectly and in the correct state.

What causes other Mac and iOS devices to display this "unanswered" and how do I fix it? As I explained, I disabled iCloud on these devices, restarted them, and reconnected to iCloud, but that doesn't seem to change the situation.
