Do standby home hubs extend the Thread network the same as when they are "connected"?

It seems like a basic question, but I can't find an answer anywhere. Will a standby home hub still extend the wire network to the same extent and with the same power as when acting as a "connected" home hub? We have a long linear house with dotted hubs in a line. The Thread network seems to vary depending on which hub is "connected" - but why would that happen when the "standby" hubs are supposed to extend the Thread network anyway?
