Do they create a device that prevents the death of a backup phone battery when not in use?

You can get a Smart HomeKit compatible socket (Eve makes one available from Apple) and set up a battery charge automation in the Shortcuts app to automatically keep your battery charging between 40% and 50% forever. When the battery drops below 40%, the smart plug will turn on, then turn off at 50%. and so on

The only problem with this setup is that the phone must be left on.

The phone uses the battery even when it is on the lock screen, but keeping the charge level so low and fully charged will not degrade the battery significantly.

Personally, I would follow the tips above and turn off the phone completely at a 50% charge level and set an alarm reminder to check it every month or two.
