Does Homekit automation ignore the weather condition?

Yesterday I set up an automation to turn on the smart plug that controls a heater when the room temperature drops below 69 degrees, and another to turn it off when the temperature rises above 71. The automation has a second condition to work only between 18:00 and 8 in the morning, but it seems that the heater was turned on this morning around 9 o'clock in the morning when the temperature dropped. I configured the rule in the Home Controller and made sure that the rule is set to "All", not "Any", and the automation in the Home application seems correct. Does anyone have any idea why the weather condition was ignored?
