Does the second Apple TV need to be connected to a real TV to function as a hub?

We use an Apple TV as a HomeKit hub and it works well. However, we are now expanding Smarthome technology in our garage, where the existing Apple TV is too far away to maintain Bluetooth connectivity.

We only have one TV in the house and we like it that way. If we get a second Apple TV to be used exclusively as a HomeKit / Bluetooth range extender, do we need to connect to a TV to work after the initial setup? Can it be placed somewhere on, but not connected to a real TV screen?

Our house also uses the Amplifi HD network. Does anyone have experience using multiple Apple TVs as HomeKit hubs with a Wi-Fi network set up?
