Eve is extended by hand, the setup fails

So I got an Eve Extend and connected it. It had a red light in the center of the unit that flashed a few times. I went to the Eve app, added an accessory, the app registered Eve Extend, and I clicked on it. Then it asked me to scan the HomeKit code and I did. My phone disconnected from WiFi and instructed me to make sure the device stayed on. The red light goes off and after a few minutes the app tells me "can't detect device".

I tried unplugging and reconnecting, but the red light didn't turn on again. The app did not finish the setup and now I do not seem to turn the device back on.

I got a replacement, went through the same process, and the same thing happened to the new unit. None of them work now.

Does anyone else experience this problem? Am I going through the right procedure?
