This has been happening for months now, Apple Support hasn't come with any solution as of now.
Whenever I try to invite a family member with another Apple-ID, they get the invite notification but are not able to accept the invite, it just keeps loading and eventually tells them 'Unable to accept invite'.
**EDIT + FIX: After months of trying things out with Apple Support, they gave a me a profile to configure. I will explain down below how this worked for me:**
Step 1: Download the profile on the iDevice you are sending AND receiving the invite from: [http://appldnld.apple.com/iOSProfiles/HomeResetConfig.mobileconfig](http://appldnld.apple.com/iOSProfiles/HomeResetConfig.mobileconfig)
Step 2: Install and restart your iDevice, after it has been rebooted, go to Settings > Home and confirm you want to delete your home. Do this on BOTH iDevices.
Step 3: Reboot your iDevice, after reboot simply delete the profile from both iDevices and again, reboot.
Step 4: Create a new home and try to invite again.
