General question about HomeKit device firmware / home application notifications (or lack thereof)

I know a lot of people have had problems with dirty badges in the startup application for firmware updates and whatnot. I only received one or two badges notifications because the feature was launched (several months ago). I have devices from iHome, iDevice, ecobee, Lutron, Koogeek, Vocolinc, Insignia, Schlage, Wemo, SYLVANIA, Eve and Onvis (I think so!).

Just yesterday I got into the vocolinc application - I usually check each OEM application about once a month - and updated my power strip and flower. No notification for the home application. So I'm curious: do device manufacturers have to opt for this feature? Is it just generally broken? Just curious how it works. Thanks!
