HomeKit data cannot be granted

I have a problem with my iPad mounted on the wall. is an iPad mini with ios12. I use it with my HomeKit devices, but I wanted to try third-party home apps. HomeDash, wallflower etc. When I open applications for the first time, it does not require access to HOME data. it does it on my iPhone and another iPad. and is not displayed in the price settings. has anyone encountered that problem? I can use the usual homeapp with my devices, but without the option to grant access to HOME data I can't use any of the other applications. I searched on Google and Reddit, but it seems that no one else has the same problem.
