HomeKit sharing does not work 100%

I mounted a pair of iPads to act as HK and audio removers and enabled with an iCloud AC / other than my personal. Then I shared HK with the iPad's iCloud a / c via my iPhone X running iOS 13.1.3.

Only one of the iPads (mini 5 w / iOS 12.x) filled out my HK setup at Home. The home app on the other iPad (iPad 6 running iOS 13) has no devices and asks if I want to add some.

Does anyone encounter this? I understand maybe if it was the iOS 12 iPad that did not work, but it is iOS 13 that is not fed with info.
