How to bypass iOS 12 limitations

I recently removed my old iPad mini 2 and mounted it on the wall to serve as a control center for my house. My Apple TV acts as a hub, so the iPad is just to have a screen to control the devices. The problems I face are the following: 1: The scenes will not control the Apple TV. If I have a scene set to play music on Apple TV, it won't work because it wasn't a feature in iOS 12 2: The lights simply return to their previous state, even if the scene is set to change their brightness or color. Running scenes on my phone works fine. I just want to know if there is any way to avoid these limitations when using the iPad. Any help is greatly appreciated!
