How to create automation that activates light at 25% brightness when motion is detected, unless the light is already 100% on

I'm having trouble figuring that out. I have a light bulb in my office that I set up in HomeKit to turn on at 25% brightness whenever the occupancy sensor in my office detects movement. Unfortunately, every time I turn on / off the wall for maximum brightness, the automation will reduce the light to 25% as soon as the occupancy sensor detects movement. I want the automation to run only when the brightness of the bulb is 0% and I assume I need to do a quick command to do this, but I can't create one that works. Do you have any ideas on how I could accomplish this?
