Hubs?

Can anyone explain this to me? So I have three Apple TVs and three HomePods in the house, so I have a few iPads that are activated as HomeKit hubs. Now, when there is one that is active in and the rest are waiting, do they all send the signal to the nearest accessory connected to HomeKit when an automation is triggered? The reason I ask myself is if I have something Too far from the hub that is currently the main hub at the time, then is it possible that when it is triggered or the other hubs send a signal to activate it?
