This situation has only happened to me twice, so it is very rare. When on LTE, all Hue devices (using Hue Bridge V2) show no response. However, Wi-Fi works well (all shades respond). Both times the following solution solved Hue devices that do not respond while using only cellular data. (My Homekit Hub in an Apple TV 4K and I saw this issue using tvOS 13.3, tvOS 13.3.1 beta, iOS 13.3 and iOS 13.3.1 beta 2 publicly). Why does the following process work?

I just wonder why this solution works:

1. Go to the Settings app under Privacy> HomeKit.
2. Switch to the off position Hue.
3. Restart your iOS device.
4. After your device is back online, return to the above page and switch to Hue at the position on.
5. See if this solved the problem.

Does the process require something to be refreshed? Every time I see these steps posted as a solution, I never see an explanation for what works.
