If / Else statements in HomeKit?

I'm new to HomeKit. I have a security system running on HomeKit and an automation that will start it if my wife and I are not both at home and stop if one of us shows up. I also have Phillips Hue lights. The scenario I am trying to make is to set the alarm if we are not at home and the lights off, unless it is past XX, then the lights should be on. By no means can I realize that? I tried to use Siri Shortcuts, the Hue app, a combination of things. The most useful thing I could think of for home automation is the if / else statements and HomeKit doesn't seem to have one to find it? There would be so many automatic tasks that I can think of if you could, a certain variation of scenes.
