iPad is not an excellent hub?

I have an iPad Pro that I don't use for the most part, but I stay connected to serve as the HomeKit hub. However, on my phone, I get a lot of "I don't answer" results when I turn off WiFi. When I go to the iPad (hub) to check, I then see that the HomeKit app looks the same, even if the iPad is constantly on WiFi. If I refresh / restart the application on the iPad, everything returns to normal, including my LTE phone. Is it common for an iPad? Would an Apple TV work better? Is there any way to keep your iPad "fresh" so that such things don't happen?
