Is anyone able to get location-based automation to work properly when using an Apple Watch cell phone on the wrist while the iPhone stays at home?

For example, my location-based automation only works when I take both my Apple Watch and my iPhone out of the house. If I leave my phone behind to run with just my watch, location-based automation doesn't start. He doesn't seem to admit that the clock has left my house. My Apple Watch and my iPhone are listed in my iCloud settings as both of which determine my location, and I've also refreshed my app. Any help would be greatly appreciated. I'm on the iOS 14 production version.
