Is HomePod only able to execute shortcuts on iPhone? not on another iOS device?

Hello. I have an iPhone and an iPad. I have separate shells for each device. this was done intentionally.

when my phone is turned on, i can ask the homepod to start cleaning (a shortcut on iphone).

when my phone is turned off and my ipad is on and on the same network, I can't give any HomePod commands that work for my shortcuts on my ipad

Just say "I have connection problems, make sure iPhone is on the same wifi connection as this Homepod"

I want them to use my iPad as a source, not the iPhone. any help?
