Is there a HomeKit alert triggered / SMS enabled system (or supported by Homebridge)?

Hello. I have a series of fountains (rainwater fountain and fountain) on my property that send an electrical pulse to a few alarm lamps if they are about to be flooded. I know that there are devices that send an SMS message on an electrical impulse, used for example by ice cream factories to alert people if the refrigerator fails. They usually have a few ports / cables "in" and send an SMS when an electrical signal is received. I don't know what these devices are called, but I know they exist. Do you know if there is such a device that supports HomeKit (either out of the box or through Homebridge)?
