Leviton switches cannot connect

Both are version 2 decorative switches, one is a regular switch and the other is a dimmer. I've read countless threads with different suggestions and tried them all - updating the firmware via the Leviton app, resetting and configuring via my phone which I also updated to the latest firmware, sharing 2.4gHz and 5 gHz and probably more are oblivion. I've read that it works better with an iPad, but I don't have one. The switches will show up in the HomeKit setup, but after entering the code they won't connect. It works flawlessly in the Leviton app and connects to my network without issue, but it can't add to HomeKit. Would a hub help with this?
