Loading accessories and scenes since iOS 9

Since iOS 9.x, I haven't been able to use HomeKit on my primary iCloud account. Today, I decided again to try to fix this problem (I'd like to use one iCloud account instead of one for iCloud services and one for App Store services). I have been researching a lot in the morning and there still does not seem to be a known cause or simple solution to this error.

I removed all devices from my iCloud and use an iPhone XS created as new on iOS 13.1 Developer beta 3. Before connecting it to iCloud, I created a home. I am now connected to iCloud and sitting at the "Loading accessories and scenes" screen.

It's been about half an hour. I'm waiting for "Reset" to appear. If I try to pair with a HomePod, it tells me that I need to reset HomeKit and bring me back here. Still waiting for the reset setting.

Are there any new suggestions or advice that I am not aware of? I have an iPhone 4S running iOS 9.3.0 and tried to reset HomeKit from there, but nothing changed.
