Messages and automations See places differently

I've been working with Apple this past month, and they said this was a problem that would be corrected at 12.3, but it wasn't. In fact, I don't have much faith in Apple support, as I often explain how Homekit works. Of course, they do not use it or have any training in it.

I might have hoped that this group could help.

Basic setup:

I have several Hue Lights

I have a smart plug with a siren plugged into it so when the plug is on the siren sounds.

I have 4 people listed in the Home App. My wife and I have remote access and edit ability. 2 Nannies for our children (so messages do not go away while we are not at home and they are seeing children (they work on different days). They do not have remote access and do not have editing. with regards to being setup in the Home app.

2 issues I experience. The first problem is with messages.

I have messages to all my motion sensors to notify me when there is motion and "No one is home". When I leave and my wife is home, it seems as expected. When my wife and I are not at home, but any of the nannies are at home, I am told that there is movement, even if someone is at home. It seems that the messages do not consider the nannies there. I've tried to remove them and add them again, but still the same behavior. This makes the messages useless as I end up turning them off to avoid getting hundreds of notifications as they move around the house while my wife and I are away.

Second Edition: While messages believe that no one is at home, automations that must trigger when no one is at home should not trigger when the child is there. At first I saw this as automation seems to work properly while the messages were not. I have tried to test them when no one is at home by sending my phone with my wife when she left, so the system thinks I'm not at home. But none of the automations when no one is home worked. Also Automations for when we arrive work perfectly so it must know we are gone. I have an automation to light up 33% when I leave and it works so the system also recognizes that I am leaving. But any automation for when the last magazine does not work or automations that need to trigger when no one is at home does not work.

I have reviewed every step with Apple to verify my settings are correct and that the location is based on our phones and not my iPad etc. I feel this was a known issue that Apple says it would be talked about more online . Since I don't hear anyone talking about it, I just assume it, and would love to get both of these problems working properly. Thank you!
