Motion sensor - Change the brightness when turned on by voice / by application and not by motion

I just installed a motion sensor in my hallway room. When motion is detected at night, it turns on the light at 1% brightness, so I am not blinded. Whenever I turn on the light during the day, it also lights up at 1%. Is there any way to make the light turn on 100% whenever the light is NOT turned on by the motion sensor? For example: when the light is turned on by Siri, Alexa or the Homekit application it is 100%. When the motion sensor is turned on the next time, it is at 1% and stops after one minute. When I start it "manually" again, it should be 100% again. I haven't found a way to do this with Homekit or the Eve app without turning on the light for a second (which is annoying). Is there any other application that can do this?
