No response from all home hubs

Cupertino, May 24, 2021

On my iOS device, all home hubs are connected, all devices work on either Wi-Fi or cell phone. For all other family member devices, none of the home hubs are ever connected and they can't access anything on their cell phones. I'm not even the owner of our family account. However, I made the connection between them all. All members have full access to change Home settings and their cell phone is activated and working. How the hell can I fix this?
