So this is hard to explain, so I will keep it as simple as possible. I get notifications from the Logitech CircleView HKSV ringtone when it detects a person or animal, but my wife does not. I checked the settings in the home app on her phone and noticed that it doesn't have an option for "face recognition", but I have that option right under the "registration options" option. The "face recognition" option is simply non-existent in your home settings. Could this be the reason why it does not receive notifications when the camera detects a person, even if the person is not known?
