Pause Apple TV in Automation Turns on TV ... Is This Calculated?

So initially in the iOS 13 beta, if I say, set my good night scene, if Apple TV played something, it would pause (since there is no turn on the TV's feature for automation yet ...), but if Apple TV was already off nothing would change. Now, every time I set up good night or leave the house, the pause feature of the automation turns on my Apple TV, so both the TVs in my house turn on via CEC and just sit there until Apple TV goes back to sleep from the timing out. Is this a mistake, or should it happen? Very annoying when I try to go to bed or I see that I go to work every day that my TV just sits on.
