Please help - Siri suddenly says "Sorry, you don't have permission for this"

The lights continue to work perfectly in the Home app (iPhone / Mac), but the voice commands to the lights suddenly stop working, not from the iPhone, not from the Homepods. Trying to add or change Scenes or change anything in Home gives me the error "Can't add scene" or "Couldn't change settings" and something about making sure I'm connected to the internet. Any ideas? I googled and tried turning off the hub/Homepod/router one at a time, all at once, removing and factory resetting the Homepods. Homepods have been successfully added back (eg Bluetooth Airplay to them from my phone works) but stuck in 'setup' for a day in the Home app. Please help me. It's driving me crazy. The lights clearly still work, but out of the blue Siri for some reason can't interact with them.
