Problems with nested "if" automation

I have an automation that says: When motion is detected If the lights are not already on Turn the lights on at 25% I have no problem with that automation. I would like to configure it where it runs only when the light sensor shows that it is touching a certain darkness on the outside. If I add another if statement at the beginning where: When motion has been detected If it is less than a certain brightness and If the lights are not already on Turn on the lights at 25% For some reason, they will not run. Nested "if" statements don't work?
