This has bit me more times than I care to admit, and it seems to be hit or miss when switching to a new device and restoring from backup, but it happened to 2 new iPhone 13's I switched to today. Check that your location settings (i.e. what HomeKit uses for you location-based automatons) are set to "Use This Device" on your new device. You can find this in the settings app under Privacy -> Location Services -> Share My Location. "My Location" should say "This Device". Otherwise it will give you an option to switch it to the new device. Don't bang our head against the wall like me trying to figure out why automations wouldn't trigger when leaving and arriving!
