Questions about automation and shortcuts for HomeKit

Where exactly do automations and shortcuts live? Are they stored in iCloud? The home center itself? Distributed in all hubs? My goal is to make my home setup completely independent of my phone or user, and I usually rely on Siri to perform actions. I don't like the idea that certain shortcuts are user-specific based on the presence of their phone, which seems to work converting an automation into a shortcut. I see a lot of posts that recommend things like the Eve app or other third-party apps specific to each accessory manufacturer, for more advanced automation. However, once something is scheduled, do I live in the HomeKit itself? Can automation be contradicted elsewhere, such as the native Home app? Or can I theoretically delete the third-party application and still have them?
