Should automatic ignition of lights also set the brightness?

So I'm starting to switch from Google Home to HomeKit and transfer to some devices that I use homebridge to allow some of my non-HomeKit certified devices on HomeKit.

Smart plugs work well, but I have an automatic for when I get home, which checks certain conditions and can turn on the lights at different levels. I think that when it is activated (even if it is set in the shortcut to, say, 30%), it only turns into the last brightness.

Now my question is: is this a deficiency of the homebridge / homebrudge module connecting my unsupported device or should a HomeKit certified device start at a certain% when set from a shortcut (or HomeKit only allows activation / deactivation activation)
