It's on. I tried toggling it off and on — no luck.
And sometimes — but not always — on my person popup (accessed by tapping my name in Home Settings) it says personal requests are off, even though it's toggled "on" for all HomePods.
This follows fairly closely on the heels of adding a second person to my home — who also has her own home as well. Not sure if there's a connection there.
