Hi! If I remember correctly, this is a problem that started with iOS13 / tvOS13. I still don't understand if the problem is AppleTV as a home hub, Hue Bridge or something. I know there are many topics here, but the problem is very annoying, I tried to ... Change Wi-Fi, it is very fast and reliable (I am a technical guy) Change AppleTV Completely complete HomeKit, done twice !!! One while changing Philips Hue Bridge. Simply sometimes, but quite often a 2-light automation "off after xx minutes" does not work, only one of the two lights turns off the other still on. I tried to use scenes instead, putting the two lights in one scene, the same result. I know I can do an automation to turn off the lights if there is no movement, but I have different needs in that room and I have a switch that turns on those lights indefinitely, so if I put an automation on, the light will go out even if I turn them on manually. Sorry, my English isn't very good.
