The camera does not respond when it is at home

I have a 1000/200 gigabit Ethernet configuration, Eero Pro router, a static public IP address assigned to Eero by my provider, and a Netatmo Smart Indoor camera connected via Ethernet directly to the router with a 192.168.xx local network address on the same subnet like the rest of the devices and an iPhone 11 running iOS 14. All work well, except the power to the camera, it's only accessible when it's not connected to Wi-Fi at home, but remotely. When I try to watch live food in the house, it still loads for a while and then says it doesn't respond. This also prevents me from completing the setup in the Netatmo security app, as it crashes on "camera connection testing" and never completes, I think for the same basic reason (inability to communicate from camera to phone when is under the same Wi-Fi). Eero pro has all the lab options enabled, but I don't think that's the problem. Any suggestions on what might cause this behavior and what to try to fix it? Thank you very much
