The Eve Smart Radiator Valve is behaving strangely

I added an Eve thermo (https://www.evehome.com/en/eve-thermo) smart radiator valve to a bedroom radiator in our house. We created some automations like: “Between 7:00 and 10:00, heat to 20°. At 10:00, stop.” The start and stop part works fine. But temperature sensitivity is always ignored. The unit frequently reports temperatures of 21, 22, 23, but the valve does not turn off until the programmed "off" time arrives. In other words, it is only on or off and never responds to temperature. I doubt it's a hardware failure of the Eve as I've tried swapping it with another unit with no change. I assume it could be a radiator failure, but a regular (non-smart) analog valve works fine on the same radiator, turning it on and off as intended. can anyone help? Have I missed or misunderstood something? Or could there be an incompatibility that I'm not aware of? Thank you in advance.
