Unable to remotely access HomeKit accessories for other residents

I’m having trouble setting up remote access for other residents in my home. Access works when the user is on my home network. The moment I switch to another network, access is lost. The user is configured with the permission to “Remotely control accessories” and “Add and edit accessories”. I also tried to log out of the user’s iCloud account and log in again.
