I didn't really manage the correct shortcut - Can someone point me in the right direction, please?

This shortcut is triggered when my wife gets home. If my desk light is on, it turns off for ten seconds, then turns it on again, and then exits the shortcut. This is easy and is treated by the first statement "if". That works. What doesn't work is the second half. If I don't have the light on, I want it to turn on the light for ten seconds and then turn off again, but ONLY if the desk is turned on. If the power isn't on, I'm not there, so I don't need to do that. Should I use an "otherwise" statement out there somewhere? I'm pretty sure the second IF statement (If the power is on) shouldn't be tied to the End If just above it. Can anyone give me some advice please?
